LIHEAP: Help With Energy Bills in 2026

LIHEAP helps people with low income pay their heating and cooling bills, and can help in an energy emergency like a shut-off notice. State, territorial and tribal programs set their application process and additional conditions.

In plain words

LIHEAP helps pay your heating and cooling bills. Tell the local office if you receive SNAP, SSI or TANF; another benefit does not guarantee energy assistance. Funds are limited and the season has deadlines, so apply early through your state.

What LIHEAP covers

Depending on your state, LIHEAP can help with:

The help usually goes straight to your utility company as a credit on your account.

Who qualifies

For the income route, the federal maximum is the greater of 150% of the poverty guidelines or 60% of state median income, adjusted for household size. The local program sets its limit within federal rules and decides what income counts. A household can pass an income test and still need to meet other program conditions.

💡 Already on SNAP, SSI or TANF? Ask about that route

Local programs may use participation in another benefit as an eligibility route. Ask whether yours does and what evidence it needs. Priority rules, application periods and available funds still matter.

How to apply

  1. Find your state or local LIHEAP office. Use the national LIHEAP locator below, or call the LIHEAP hotline at 1-866-674-6327.
  2. Apply early in the season. Funds are limited and can run out. Many states open heating help in the fall.
  3. Gather documents. Usually ID, proof of income, and a recent energy bill.
  4. Explain an urgent need. Contact the local office and your utility promptly if service is at risk or disconnected. Ask what crisis options apply; this guide cannot promise payment or reconnection.

Common questions

Can LIHEAP stop a utility shut-off?

Crisis help may be available. Contact your local LIHEAP office and utility promptly, explain the notice or disconnection, and ask about the applicable process. Funding and reconnection are not guaranteed.

Does LIHEAP help with cooling, not just heating?

In many states, yes — especially where summer heat is dangerous. Some states also help buy or repair air conditioners. Ask your local office.

How much does LIHEAP pay?

It varies widely by state, your income, your energy costs, and available funds. It usually doesn't cover your whole bill, but it can make a real difference.

Do I have to repay LIHEAP?

Properly awarded LIHEAP assistance is not a loan. Programs can recover overpayments under their rules. If you receive a repayment notice, ask for the explanation, case records and review options before its deadline.
