Benefits glossary: 35 terms for forms and notices

Use these short definitions beside a form or notice. They explain vocabulary; the program, state, person and period still determine which rule applies.

Sources checked:

Who this is for

People reading US benefits forms, notices, health-plan information or tax-credit guidance.

Keep in mind: Definitions do not determine eligibility, deadlines or tax treatment. USDA SNAP page access was partial; only its confirmed income definitions are used here.

Application and decision words

First identify whether the document requests information or communicates a decision. A status label alone rarely answers that question.

TermPractical meaningWhat to check
ApplicationA request for a program to consider you for benefits.A saved draft is not necessarily submitted.
EligibilityMeeting the requirements for a particular program and category. An estimate does not establish eligibility.
VerificationChecking information using records or other accepted evidence.Which fact and period need proof?
Notice of actionAn agency communication describing a decision or proposed action.Read reasons, dates and review instructions.
PendingA matter is still awaiting processing or a decision.Check whether you must do anything.

Household and income words

The same paycheck can produce different program figures. Read the requested income definition before entering the amount.

TermPractical meaningWhat to check
HouseholdPeople grouped together under the particular program’s rules. Not automatically everyone at one address.
Gross incomeIncome before applicable deductions; SNAP excludes certain income sources.Check the program’s included income.
Net incomeIncome remaining after deductions allowed by the applicable rules.SNAP net income is not take-home pay.
Countable incomeIncome that the program includes in its eligibility calculation. Some receipts may be excluded.
DeductionAn allowed subtraction when working out a specified income figure. Not every household expense qualifies.

Dates and ongoing eligibility

A renewal request and a coverage end date are different things. Keep each date attached to its label.

TermPractical meaningWhat to check
Certification periodA period for which program eligibility has been established.Check reporting and renewal requirements.
RenewalA process for reviewing whether existing benefits can continue.Complete any action the notice requires.
RedeterminationAnother determination of eligibility using applicable updated information.Sometimes used alongside the word renewal.
Effective dateThe date a stated decision or coverage change begins. It may differ from a response deadline.
Reportable changeA change that the program requires you to report.Which changes, channel and deadline apply?

Program and payment names

Names identify systems, not an automatic entitlement. Confirm which agency issued the notice before choosing an application route.

TermPractical meaningWhat to check
SNAPSupplemental Nutrition Assistance Program, providing eligible households with food assistance.States may use another program name.
EBTElectronic Benefit Transfer, a system for accessing issued benefits.Having a card does not prove a deposit.
MedicaidJoint federal and state health coverage with different eligibility pathways.Your state and coverage category matter.
CHIPChildren’s Health Insurance Program, providing health coverage to eligible children.State names and arrangements differ.
WICNutrition support including specified foods, education and breastfeeding assistance. It has its own participation requirements.

Health coverage costs

Compare the plan’s actual terms. The amount paid to keep coverage and the amount due for care are separate questions.

TermPractical meaningWhat to check
PremiumThe recurring charge for health coverage, usually monthly. Is a first payment required?
DeductibleAn amount payable for certain covered care before plan payments begin. Some services are covered before it.
CopaymentA fixed charge for a particular covered service or medicine.Check the service and deductible rules.
Cost sharingYour share of certain health costs under the program.Medicaid and CHIP definitions also include premiums.
Premium tax creditA tax credit helping eligible Marketplace enrollees pay premiums.Advance payments are reconciled on a tax return.

Review and repayment words

These terms identify questions to investigate. They do not tell you a universal filing period or guarantee continuing benefits.

TermPractical meaningWhat to check
AppealA formal request to review a particular adverse decision.Use that decision’s accepted procedure.
Fair hearingAn administrative hearing to review an agency decision or action.Check the program’s hearing instructions.
Authorized representativeSomeone permitted to act for you within a defined scope.A helpful friend is not automatically authorized.
Continued benefitsExisting benefits maintained during a review when conditions are met.Check timing and possible repayment.
OverpaymentBenefits paid above the amount the agency determines was due.Review the reason and challenge instructions.

Tax and reference measures

Annual tax measures and monthly benefit calculations are not interchangeable. Confirm the program and year before using a figure.

TermPractical meaningWhat to check
FPLFederal poverty level, an annually updated income reference.Year, family size and geography matter.
MAGIModified adjusted gross income, a defined health-coverage income measure. Not every Medicaid pathway uses MAGI.
Tax yearThe period a tax return reports income and other tax items. It may precede the filing year.
Tax creditAn amount subtracted from tax owed, subject to its requirements.Different from a deduction from income.
Refundable creditA credit whose allowed excess can produce a tax refund.Eligibility and refundability limits still apply.

Fictional example: three words on a renewal letter

An illustrative letter asks Sam for verification during renewal and lists an effective date for a possible change. Sam writes down the requested evidence and separately checks the response instructions.

Renewal does not mean approval, and the effective date does not identify every deadline. Sam uses the actual notice to choose the next step. This example makes no eligibility determination.

My vocabulary check

Keep generic terms here, not case numbers or copies of notices.

This checklist and note stay in the current page. Nothing is sent or saved by this tool. Your browser may restore fields. Download a copy if useful; keep it private. Do not enter account numbers, Social Security numbers, health details or other sensitive identifiers. Changing page or language may lose your entries.

Questions you may have

Does household mean the same thing everywhere?

No. Tax relationships, living arrangements and food-purchasing arrangements can matter differently. Follow the specific program’s household instructions.

Is a deductible the same as a deduction?

No. A health deductible concerns payment for covered care. An income deduction changes a figure used for tax or benefit calculations.

Does understanding the notice complete my response?

No. The glossary and checklist are preparation. Documents, applications and appeals must still go through the accepted official process.
